I am wanting to back up my data and be able to boot from a new hard drive, I have gone about using clonezilla to make a complete copy of my hard drive onto a new one. When I plug the new hard drive into my computer it boots up fine, but with I plug it into another computer, it says the boot manager is missing. Anyone know why?

Solution
Steps to a successful clone operation:

-----------------------------
Verify the actual used space on the current drive is significantly below the size of the new SSD
Download and install Macrium Reflect (or Samsung Data Migration, if a Samsung SSD)
Power off
Disconnect ALL drives except the current C and the new SSD
Power up
Run the Macrium Reflect (or Samsung Data Migration)
Select ALL the partitions on the existing C drive
Click the 'Clone' button
Wait until it is done
When it finishes, power off
Disconnect ALL drives except for the new SSD
Swap the SATA cables around so that the new drive is connected to the same SATA port as the old drive
Power up, and verify the BIOS boot order
If good, continue the power up

It should...

On the computer on which the drive works, is there another drive?

IIRC, Often when installing windows if there are multiple drives connected the last drive will be set at the boot manager. This is why you will see recommendations when installing windows to disconnect all other drives first.

Plugging a drive into a whole different system often fails to boot up.
And as above, your boot manager may be on a whole other drive.
Lastly, don't use CloneZilla anymore. There are other, better tools today.

There were no other drive that i know of connected while installing windows. I had my pc built buy ibuypower about 2 years ago. When I go into bios and I am selecting boot priority, there is an option for "Windows boot manager" and then following that text is my drive. (that is all one option). If it helps too the that option has a little UEFI ribbon on the top left corner of it.

That's normal.

Personally, I prefer Macrium Reflect. There is a free version that can be used to clone drives.

Give that a go.

It should boot from the new drive, just like the old drive.
Maybe reboot a time or two, just to make sure.

If it works, and it should, all is good.

Later, reconnect the old drive and wipe as necessary.
Delete the original boot partitions, here:

Cloned hard drive may not boot on another computer due to driver issue. https://www.howtogeek.com/239815/why-cant-you-move-a-windows-installation-to-another-computer/
