Parts for 1080p 144hz build

So I'm planning to build a 1080 144hz rig and dont really know what CPU I should get.
Mainly playing PUBG, CSGO and Singleplayer/COOP titles like Far Cry, Dying Light etc. So CSGO is no problem, pubg is on my 6700k and gtx 1070 sometimes at 144fps but dropping mostly around 100 or even 70. Plus I would like to start streaming. Would be nice, if you could give me like 2 options: first is 1080p 144hz without streaming pubg etc and the second one with streaming. Or should I even get a gtx 1080 over the 1070?

I want to stick to my MSI gtx 1070, if possible. I have to get everything else and my biggest question is "what CPU should I get?" (and motherboard^^)

Intel or AMD? Coffe Lake yeai or nayi? I thought the new i7 8700k would be nice but 400€ seems quite much. Im a bit like out of info about the ryzens, caby lake, the new skylakes etc.

First of all it's not €1000, they start from around €770. Second you asked how to avoid frame drops to 70FPS and I just suggested what to get to avoid that. If it's worth it, I will leave that up to you to decide, but don't expect the GTX 1070 to be able to keep the FPS above 144Hz at all times in all games.
