Problem with antialiasing and white color Asus GTX1060 6GB and Asus VX248H monitor

Hi, I didnt know where to exactly put my question and since its graphic problem I think this is the right place.

Problem is when I play World of Tanks if I put FXAA settings in antialiasing settings in game image is terrible, how to say like everthing is "swimming", lines are not real lines but rather consists of many small ones ( example is cables in garage). If I put TSSAA-LQ or TSSAA-HQ antialiasing settings in game everything looks great but on white surfaces when in battle I get like loosing connection on miliseconds between monitor and gpu but that happens only if I look in my tank from specific distance and angle, like cable is broken, but I changed 3 of them and that also happens in other games on white surface or bright sunlight, etc

I tested gpu with several programs and they are all reporting no issues, I did stress test and everything is allright, I reinstall Windows, used DDU, change cables, put PC and monitor to another power outlet in my house.

If someone knows the solution for this please help, I saved money for 1,5 year and that was hard saving I only bought necessary staff in order to save money for PC

Don't know what is going on,but have you considered it's a flaw in the game and has nothing to do with gpu? Since nothing else seems to give that problem ...
Is there a Work Of Tanks forum where maybe more know about this issue with the game?

I found one discussion on internet somebody had same problem with the game The Crew, and his solution was to force some antialiasing settings trough nvidia inspector, I try it and it work 90%, no more shimmering textures, or some problems from earlier only one thing remains that is lossing connection between monitor and GPU, but it is also greatly reduced, barely noticeable. Now I am preety sure that is driver related issue, and when I rewind my memory, problems did occur after installing new drivers from GeForce Experience, I thing it was April or May 2017. I tried installing drivers from earlier but didnt help too much, only that discussion that I found on internet
