Is my CPU (Ryzen 3 1300X) too slow to run programs and games at 60 fps?

So I have noticed this last week...when I play first person games and I am looking at walls or I am in closed areas my fps can reach 200 but when I am looking at the open areas my fps drops below 60 even in games like insurgency which is 3 and a half years old. My GPU is GTX 1060 3 GB , I have 2x8 GB RAM DDR4 and Ryzen 3 1300x CPU I want to ask you that if I upgrade to R5 1500x would my fps will get better and would I get these huge fps drops in open areas.

You’d be surprised at how much the CPU affects gameplay. Some games like ARMA 3 are really affected by the CPU single core speed.

Your CPU is probably slightly bottlenecking the 1060, but I don’t know that it would be worth the upgrade... I would try to save up for the 1600 (which is an excellent CPU for games), that way you can save up for a better GPU to match it later on.

My 1600X keeps up with my GTX 1080, but that’s on 1440p resolution. If I were playing on 1080p, my CPU would likely be a bottleneck since the CPU isn’t as affected by resolution as a GPU is.
