gtx 970 vs 1080ti MSI gaming

On the reviews I looked at the should be about the same in temps and noise but can someone explain to me why in my silverstone rvz02 the 1080ti is about 14C higher?
970 = 78C full load
1080ti = 92C full load
is it because of the power draw?

Higher power draw with inadequate ventilation is the reason.

GeForce GTX 1070 or GeForce GTX 1070 Ti should be better but their's no guarantee.

The Silverstone Raven RVZ02 Mini-ITX has poor case ventilation. It's not meant for supporting high end graphics cards because the case doesn't support any case fans at all.

In open air at 21°C ambient temperature the MSI GTX 1080 Ti Gaming X would be operating at 72°C at full load.

So the power draw of the cards is the reason why the 1080ti has so much higher temp in the same case?
what if I would get a gtx 1070 which has 150w ish power consumption, would the temps be the same as my gtx 970 which is also 150w?
