Computer freezes, can't turn it off or restart it.

My computer freezes randomly and I can't restart it or shut it down. It usually happens while using Asus 5-way processors software and changing fan rpms (slowly changing to max speed). First screen goes black and it says no image signal. Computer works further but it doesn't respond to pressing reset button nor holding the power button down. The only thing that worked was to unplug psu. Please help because I don't want to cause any shortage to any of my components.

My specs: Ryzen 7 1700 (running at 3.85Mhz with stock cooler) , 16gb dd4 3200Mhz Gskill FlareX, XFX rx580, Asus prime x370 pro, Samsung evo 840 120gb, Seagate Baracuda 1T, Xilence 750W psu.

PS: I also saw that my bios chip runs at 60 °C. Is this normal temperature for the bios chip?

I know there have been a lot of BIOS releases with Ryzen motherboards, are you on the most recent version?

If it's the motherboard automatically changing the speed, that is Ok, but might need a BIOS update for stability.

CPU never went over 65°C (at load), at idle it is always around 40°C (depends which setting I choose for fans). CPU was clocked by motherboard automaticly.
I downclocked it back to 3.8MHz and right now RyzenMaster says 3.80MHz/1.18750V but ASUS Dual Intelligent Procerror V says 3.80Mhz/1.37-1.95V
