Dual Monitor RAM Usage and Windows 10

I have Windows 10, and I use a TV with a resolution of 1920x1080, while also using a monitor with a resolution of 1600x900. I've noticed that when I start the computer with both displays plugged in, it says I only have 7.22GB of RAM usable of the 8GB in my machine. But I just booted it up and plugged my TV in after I logged in, and now it says I can use all 8GB. Since they're now both plugged into my rig, can I actually only use 7.22GB even though it says I can use 8GB?

I really hope this made sense, I tried to word it as best I could.

Hm. Thanks, I'll look into it because I did mess around in the BIOs not too long ago to try and fix the 8GB problem, but it didn't work.
