I was given a EVGA SC Titan X maxwell with corrupted fan bios that EVGA said they had no fix for so they said. Fan ramps up to 100% on PC start up and was looking at adding a water block to get around the cooling. But was seeing if it's even worth it compared to buying a 1080. The 1070 ti has also dropped as an option. I'm looking at only gaming at 1440p @ 144.

Solution
the Titan X M is just a bit slower than GTX 1080.
If you already have it, just get slap a liquid cooling on it. with something like G12+ some AiO you can do it for under 100$.
with a more nicely looking EK Fluid Gaming it will cost above 200$ but will cool the CPU as well.
Custom loop for GPU only will be around 250-400 depending on your components choice.
any of the above options, including the full custom loop for your PC will be cheaper and have practically the same performance as if you'd get the GTX 1080
