Can't change Resolution

I decided to give my aging htpc a boost and brought a 1030gt purely for the video decode benefits.
I'm running Windows 10 pro 64 version fully updated.
I have the latest Nvidia 388.0 drivers in display settings and Nvidia control panel 4k is reported as the native resolution.
Now when I select any resolution above 1080p my screen blanks out for about 10 seconds and when signal returns it looks like it has gone into the 4k resolution I'm trying to select for a split second but immediately jumps back to 1080p resolution.
The only thing I can think off is that rather then my GT 1030 it's using my old Apu radeon .
I've removed all the AMd software selected pci-e as primary in bios, combed through ncp settings and display adapter settings.
I'm out of ideas.
I've got the hdmi connected to the 1030 and device manager reports 1030 as working properly no conflicts.
Help !!!

Oh my screen is LG Oled B7 and my gaming pc 1080gtx is giving me 4k HDR no problem.

I'll give the hdmi cable that's working fine with my 1080 in 4k a try and report back

Well I've got to be honest here I thought it was all hooey and all hdmi cables were the same, well apparently not my other hdmi cable worked fine, thanks for the help I'm a happy man.
