Why not try the Coffee Lake cpus?
The i3-8350k is basically a 7600k with a slightly higher base clock and can reach 5ghz in some cases. Even with a hyper 212 evo, 4.5 Ghz should be no problem.
You'll also have an upgrade path to the 8700k in a few years time.
It's a budget cooler. It will be fine but if you are going to overclock you might want a better cooler.
Also, why not look into the new Coffee Lake CPUs instead?
I use the hyper 212 evo with an i5 7600k, and i can comfortably run it at 4.4 ghz. Even at full load under a stress test it only hits 70ºC a few times. During gaming its usually 62ºC. I would recommend getting it, but it does depend on how much overclocking you need.
