My GPU isn't detected/showing up

So I have just booted up my new PC build and the monitor is plugged into the Graphics Card, the graphics card is installed onto the mobo and the graphids card is connected to the PSU. However, in device manager and DX diagnotice tool, the GPU isn't showing up. This is weird because I thought I shouldn't even get a signal if the GPU doesn't show up in device manager but the monitor is plugged into the graphics card with a displayport cable. Also, one of the fans isn't actually spinning on the graphics card, whereas the other fan is.

Specs
Motherboard: A68HM-plus
Graphics Card: Sapphire HD 7870
CPU: AMD X4 845
PSU: CX650M
Display port/cable: displayport
Monitor AOC 1920x1080 monitor

Solution
I had the same problem with my 7950 with only 1 fan only spinning, It would only spin when it was over 75%, This means one of your fans is broke so you can buy one from ebay for £10 then fit it yourself, It's really easy to be honest but it takes time.

Did you put in the PCI? and did you download the driver?

Okay, I'll see about replacing the fan. That is pretty cheap and easy. I am pretty sure that the card is slotted in correctly and I am absolutely sure that the PCI cables are definitely plugged in. I know I heard the click. I even reseated the card and replugged the cables. I haven't downloaded the windows 10 drivers though. I'll check that. Out of curiosity, how would I go about doing that though if the graphics card doesn't appear anywhere?

Use DDU because Windows downloads old drivers and https://support.amd.com/en-us/download download Autodetect

I have now downloaded the most recent Windows 10 drivers. The graphics card has been detected, according to DirectX Diagnostics Tool, so everthing is working! Thanks aaaand solved!

To be sure, Go in Device manager and see if it's come up
