Brand New Gaming PC still a little slow after repairs

My computer was recently sent in for repairs and came back with a new water cooler which was the problem. Although this PC is only 5 months old and i can still notice while on some games that my frames are still 30-20 frames than what they usually were and I don't know what could be the problem.

PC Specs:
Mobo: MSI Z270-A Pro ATX
CPU: i7-7700k 4.2 Ghz
GPU: EVGA GTX 1070 Superclocked ACX 3.0
PSU: 750 Watts - Corsair CSM Series CS750M 80 Plus Gold
Cooler: Asetek 550LC 120mm Liquid Cooling CPU Cooler

Is there any way I can confirm this is a thermal throttling issue?

Also by any chance can you recommend a good air cooler.

Honorable
Run realtemp for your cpu temps. Run some things and see what the max is. If its like over 85 youve got problems (85 is below threshold but it could be throttling before its max limit). A decent setup should be around 55 on load.

Noctua U14s or D15. D15 is very bulky & the best, but the U14s is more than sufficient.

Temps while on games like PUBG reach 60-75 and Destiny 2 was a bit lower don't know if that helps lol

Question from microscopicwhale : "PC still slow after repairs"

Had my 5 month old PC sent in for repairs and just got it about 2 weeks ago and realized that I was right all along and my water cooler was the problem. Although now with a replaced water cooler I recently realized that games are still running a bit slow and not at its usual performance and I don't know what the problem is. Also do you guys think I should reinstall Windows?
