BEAST of a problem, good pc suffering from strangely low performance

To begin, this issue has been persisting for the past 3 years I've obtained this pc pre-built from the company Origin. Now, I've learned to ignore it over the years because I wasn't experienced at all in pc building when I first got this pc.

Fast-forward, I've done a little handy work on my pc and replaced the GPU, CPU cooler (after my water cooling one failed miserably one day, meaning it just wouldn't cool the cpu at all), and also added 8gb of ddr3 ram. Anyway, me still not being educated enough on pc hardware I assumed a new graphics card from a gtx 750ti to a gtx 1070 would help. It did infact help, however I'm still getting heavily degraded performance from what my friends get in lots of situations with equivalent hardware.

Specs of my currently built PC:
OS: Windows 10 BABYYYY
GPU: Gtx 1070 8GB
CPU: i7-4820k
MOBO: X79-UD3 (rev 1.1)
RAM: Basic ddr3 1333mhz corsair 16gb
PSU: CORSAIR TX650M
SSD: New samsung 250 evo something, don't have the name at the moment.

With this PC I've had A LOT of weird things occur to me. For instance, sometimes I'll hear beeping noises (which I just recently found out those are error codes in most cases, I'll listen more closely next time), for a while when my pc was powered on it would shut off about 2 seconds after it powered on, then turn back on again and run through windows fine. My power has gone out for my entire room frequently when playing stressful games at the past 4 PLACES I've lived at. Common issues overclocking where it almost wont change the temperature or performance at all, but still show the change in cpu-z, bios, and also windows task manager. However, the most prominent and annoying issue is simply the lack of frames per second i'm getting on most titles. I'll be sitting here on common games like pubg, destiny 2, and csgo running the game perfectly fine, then almost out of nowhere i'll start noticing my fps being not where it should be at ALL lowest settings. Before you guys claim this is probably a temperature issue, I can assure you that is not the case unless the readings are wrong in MSI afterburner and the bios itself.

Things I've ruled out, (I may add on to this if I have forgotten some things, but you can imagine over 2 years of dealing with this problem I've done most of the basics):

Completely clean wiping the OS
Updating drivers
Setting windows power settings to performance
NVIDIA control panel settings
Reseating CPU
Reapplying thermal paste
Bench marks and stressing temperatures
Basically all of the temperatures

Finally, to show some of the issues i'm having I've taken screenshots as well as did a benchmark to show how it actually looks quite normal. Another weird thing is that when I'm ALT-TABBED while doing a bench mark my keyboard types seem to take a LOT longer to register. Not sure if this is
related to my CPU or what

This is a lot of information to take in as a whole, I hope you beautiful people here can work with me here to fix this beast of an issue.

If it was a PSU issue would it explain frequent power outages as well as performance issues?

Also what event viewer?
