Case fans running extremely fast for anything

Hi,
I built my PC mid January and have stuck up with my 2 front case fans at the front just being as noisy as all hell. Now, 9 months later, it's really starting to be annoying. They seem to be running at 100% all the time. Temperatures are fine either way on idle. (A slight degree or two cooler when the fans are running on the front)

These are what I think would be relevant specs;

  • FANS: Blue LED CoolerMaster 120mm FAN (Located in the front)
    MOBO: Gigabyte P97A-UD3R-B3
    CASE: Corsair Carbide 100R (Windowed)

I have tried unplugging the fans and plugging them in with a Sound Meter in the same location to get some readings.

  • Fans Disconnect: 33dB
    Fans Connected: 55dB
Any clue how I could slow them down or do something so they aren't as noisy? Or do I have to go out and buy some new fans and replace them? I doubt it would be my cases front panel as even having the fans out of the case, they still run noisy.
