e1iexpress event id 27

so recently the internet connection speed on my desktop gaming pc has been very inconsistent. I have done some testing with other devices and they all seem to work just fine but for some reason i get short of 40kb/s and at times will jump up to around 170kbh (which is lower than what i usually get) on steam download and youtube videos take 5-10 mins to buffer at low quality.

i have done some investigating and came across a warning in my event log that reads e1iexpress Event id 27 and has happened twice today. which has lead me to believe that there is something wrong with my pcie network card which would make sense because it seems like a cheap and flimsy one. i dont know if these two are releated or not because i am clearly not an expert which is why help would be greatly appreciated!
-note- i have not done any sort of malware scans so if we cant figure this out i will resort to that-
me specs are
-i5 7400 cpu-
-asrock b250 motherboard-
-gtx 1060 6gb-
-evga 500b power supply-
-some cheap pcie network card-

another thing to note is that in the past 3 days my computer has been shut off atleast 3 times from accidentally kicking the power chord under the desk (which has been resolved now) but the reason why i mention this is because i know that prematurely shutting off your computer may cause hardware failure
 
Solution
you always run AV and anti-spyware FIRST, they are the easiest things to try, and most efficieint whilst waiting for a response.

this issue maybe caused by corrupt driver file (according to microsoft), run system file repair program.
