Your BIOS system has to be told to look for a bootable device in the USB ports when you boot up the machine.

You may even have to make a change in the setting for USB Legacy Support if you have that in your BIOS menu. With that set to Enabled, the ports have electric power before the operating system comes on and therefore are able to boot the machine.
