Why can my PC not play games at 4k resolution

My Specs
Cpu Ryzen 7 1700
Ram Corsair Vengeance 32GB (2x16GB) DDR4 2666
Gpu Gtx 1080
Mobo GIGABYTE GA-AX370-Gaming K5
Tv LG 55UJ7700 55" 3840 x 2160 HDR
I would like to play games on my tv at 4k resolution with HDR and using High or ultra graphical settings. Playing mass effect andromeda i can only get 20fps, but this is not playable.
What can i upgrade in order to play at 4k. My budget is quite large so everything is on the table.

Define large budget lol. Seriously though, Vapour is correct in a 1080ti would get you to 4k and around 60fps in most titles. A Titan Xp is better than that if you have the budget. I don't think we'll see cards hitting over 100fps at 4k on ultra until Nvidia releases Volta. A 1080Ti will run around $750 to $800 and a Titan Xp will run you around $1300 to $1400 hence why I said define large.

3 Things to look for when watching the video vapour posted above. 1. Mute the sound 2. FPS counter at the bottom hovering around 60 to 80fps at 4k 3. GPU load % It's consistently staying at 99% load which indicates no CPU bottleneck.

You don't need ultra because the game is being rendered at a much higher resolution already.

So ultra@1080p would equal 2k@high and 4K@med. Also games are only drawn or the artwork in them is only so fine so it becomes pointless after a certain point.

Also at a higher resolution the pixels are finer so you wont get "jaggies" as much so the AA can be turned down to something like 2X or 4X.
