MSI X99A SLI PLUS Glue on chip?

I bought a the motherboard used however I cannot tell what the substance is on the motherboard. I am afraid to put in the CPU till I find out what it could be and if it could be causing the motherboard to break.

The capacitor seems solid with no bulging or anything. Do I go ahead an scrape it off or should I try with the CPU to see if it will post?
It is more collected around the little chip than the capacitor. It seems to have a layer completely covering the chip.

Don't know really what to say. That's an expensive board and the relevant CPU too lol.

Can't really tell from picture, is the thing under the layer like the silver/brown brick shaped ones? If yes those little one are ceramic capacitors.

I'm not sure, maybe others would elaborate. I'd say first test the board with a multimeter to see if the electronics are in order.

The CPU is rather expensive, I may buy a cheap LGA2011-3 Xeon to test it and then sell it on.
