Basically I have no choice but to use the WiFi for Internet but I was planning on plugging in a second router and using that for my computers to talk and transfer files to each other over lan. How would I set this up

Solution
Go to a cmd window and issue ROUTE PRINT. You should see a entry of 0.0.0.0 with the gateway address of you router that has internet access. If you see 2 0.0.0.0 entries then the gateway is not blank on the ethernet port.

Btw I have a nighthawk r7000 for reference and ok so go to pc setting where you normally would set a static ip change it to 10. Something or 192.168.2.1 or something like that make sure the gateway is blank

Yes that is all you do. Any network that is not the same as the main one from your internet connection. Be aware you must do this on both your PC that you want to talk. This network is separate from your main one and the data can not cross. You do not actually have to use a second router you can use a simple switch or you might be able to plug them directly using a cable. It is suppose to work with just a cable but some machines are really picky and don't like that.
