Best performing laptop for a budget of 200$?

I'm looking for the best budget laptop that is at least 13inches in screen size or larger and I'd prefer Windows as I can install Linux on a partition but chrome os is fine. I would like the most performance for the price and for aesthetics if possible I'd like something that looks professional; I really like Dells Design of laptops, they look really slick. $200 is pretty cheap, and refurbished/used options may be the smartest route for the most performance.

Sure, it's used and likely to show some signs of wear..... but a 2nd Gen i5, 4GB RAM, 250GB HDD and a 12month warranty.

That extra $100 saved from the budget could go towards a replacement battery (if needed) or an SSD for speed.

Or a 2nd Gen i7 for the $200.

First, thanks a lot for the response! :) That sounds a lot better having to decide between those two choices. It will be used for some light gaming maybe but mostly for web development and programming.
It's looking better with more ram, storage (I'm not to worried about ssd) comes with 320GB hdd and looks to me like a great processor and overall combination for that price. I think that's a lot better than just the Celeron 2gb of ram and only 16gb ssd but I think both would do the job but performance wise I may just go with the one that's been suggested for me for 200$.
