Gigabyte RX470 4GB wont display or work hdmi/dvi/

I am trying to fix a friends computer,

setup:
Added ASRock ASRock Fatal1ty Gaming Fatal1ty Z97 Killer LGA 1150 Intel Z97 HDMI SATA 6Gb/s USB 3.0 ATX Intel Motherboard
(old motherboard stopped working I couldn't get it to post in trouble shooting)

CPU intel 1150 socket Intel Core i7-4790K 4.0ghz (going to try to overclock to 5.0 ghz I am thinking it might be unstable so I will push it down to 4.7 or 4.8ghz

GPU: Gigabyte AMD RX 470 4GB G1 Gaming

Ram is DDR3 1600 Grip skill 8gig or 16gig cant remember want to upgrade to 2133

Added CORSAIR Hydro Series H60
Has EVO 120gig SSD
Added 1TB Desktop Hard Disk Drive - 7200 RPM
Added Windows ten Operating system
Added Wireless adaptor USB Nano
Added Extra Fans
Case: 70

the main concern is why the GPU will not work? Fans turn on, all LEDS turn on, motherboard restarts 2 or 3 times to detect and use the GPU after I reset cmos. everyone connection I use I get no disable

I updated bios already inside of bios, I made the first display be the pci express I unplug the display from the onboard and try to use GPU only....

I put in my own MSI gaming RX480 4gb, plugs in and displays and works in seconds......

I try to boot up system using onboard GPU to go download the AMD chipset for the 470, detects no amd GPU hardware exits program.

is the GPU DOD?????? or am I doing something wrong? how can I make it work? how can I trouble shoot it? what can I do to fix this card.... it lights up fans running doesn't show any display using ANY of the ports used them all... monitor I am testing with is pixio 32 inch 1080p 144hz with AMD technology blah blah blah

Did you test the 470 in your system? You tested your videocard in this motherboard and your card worked, so this means this motherboard works. But I don't see where you say you tested the 470 in your system to make sure the 470 works.
