Is the Corsair VS550 that bad? Is it good enough for this rig?

I live in Australia, so the vs550 was the cheapest I could find, however after reading about it on the internet, people don't seem to think its good and can possibly damage other components. My current build is:
CPU: Intel core i7 3770
Motherboard: Foxconn 2ADA (x16)
Memory: 8GB DDR3
GPU: NVIDIA Geforce GT 640

I plan to upgrade the GPU to either a GTX 1050Ti or 1060. Will the PSU be good enough for the planned upgrade? If it may damage my components, what are some suggestions for other power supplies I could get in the future?

Are you sure the 450W will be enough for the build plus the 1060? Only asking because my current PSU is 100 W more.

The issue is quality, not total output. The CPU/GPU at full load are going to combine for about 200W - you could run a quality 350 if you wanted to (though there aren't many quality at that output, of course).

1060 tdp 120 W
Rest~ 50W
Even for factory OCed 1060, your max draw will be less than 300, considering running at 80% capacity level, any 400+ good quality PSU will do well.

VS is tier 6/ tier5 but CXM is tier 3. I own a tier 4 Seasonic and I suggest you go at least tier 4 and CXM usually is cheapest good choice.
