If your speeds are better when directly connecting your PC to your modem, then there's nothing wrong with your PC. If you can check the Belkin website for your router there may be a firmware update for the device, which may help with your issue. Whatever the issue is - it's with your router, not your computer.

Well you already mentioned that bypassing your router improves your speed. So - that proves that the Ethernet port on your PC is working as it should. Whatever the issue is - it's related to your router. I'd recommend resetting the router back to it's default settings, and if that doesn't fix it - checking for a firmware update for the unit.
