Gt 940mx wrong clock speed

i got an acer laptop with a gt 940mx inside.
when i play game the gpu clock speed only goes to 860 Mhz and when overclock only go to 997 Mhz.
i thought gt940 mx gddr 5 clocked at 1176MHz.
can someone help me fix

One more question.
does more shader mean better performace?
or i just got the suck version of the 940mx.

Given all other things being equal, having more shaders in a card would mean better performance. Between cards with otherwise different specs, no way to tell without a benchmark.
