Asus Crosshair formula V DRAM and VGA issue code 10

So i just got a new used motherboard, and just put good fait in it that it would work. Well guess what, offcourse not. So this is my problem:
When I tried to boot i cleared my cmos and only got an dram light that lit up. So i pressed the memoke button (go button) and now the dram light still lights up! But this time the vga light also lights up but blinks. Still code 10 tho. (code 10 applied to both cases) I tried updating the bios, but still no luck. So the manual states code 10 means "PEI Core started" I dont know what this means, but when I turn the pc of it briefly says FF. I dont know if that is supposed to happen but it did.I also tested another ddr3 stick from a different pc and it resulted in the same result.

Specs:
CPU: AMD-FX6300
RAM: 8GB ddr3 1866mhz corsair dominator (originally from a 16gb kit)
GPU: Palit GTX 660
PSU: HKC realpower 550 watt
HDD: 1x 500gb 1x 640gb sata
MOBO: Asus crosshair v formula z
Cooler: Coolermaster tx3 evo
3 extra case fans, and a bitfenix comrade case.

Please help.

So i did some testing and found out: Even with ram removed i just get error 10 and a solid ram light. Even with an gpu removed, if i pressed the mem oke button the vga led would still blink.
With my multimeter i decided to check the voltage points, and they dont really clear things up. My mulimeter is an Erlo m990 and the voltage starts jumping all over the place! Also an red light on top of the multimeter also flickers!

Are you sure it is ram related? I kinda get it but i already tried a different stick (1600mhz) and still same result. Even if i remove all sticks no differnce. Tomorrow i will test a new psu.
