Homebuilt PC: No display and no USB all fans work fine.

Thanks for the time to read all of the following things:

So today I went to my dad and brought my PC and all my stuff. I put everything in like usual and tried to start up the PC. I started with no problem but like 3 minutes after I forgot that I needed to put in my other screen. I went under my table thing and tried to put in the HDMI but before I had the chance to do that the pc turned off and and when I turned it on it kept turning the fans on for like half a second and the LEDS but then shut off again. I decided to unplug everything and plug it again. It still didn't work and just went to eat and when I came back I tried to boot it one more time and it worked for some reason. Then it randomly shut off again and now it's not giving me display and the USB'S don't work. Everything is running fine all fans work and I hear the beep whenever it starts. I don't know what to do anymore.

Also when I touch the case I feel like this really weird electronic ish feeling which I have never felt before on my case.

It sounds to me like a power issue, what are the specs? Especially the PSU, I would make sure that all the internal cables are connected as they should, then try plugging it into a different outlet. I would follow if there are still problems by testing it out using a different power supply. Being homebuilt, a common mistake may be not putting standoffs for your motherboard, that would be a serious issue, and could fry the motherboard. But not to worry about that just yet. If your monitors are plugged into the same place your PC is it could always be the surge protector (if being used) may not be able to supply enough power for everything.
 
I thought about missing standoffs too when I read this. Is your electrical outlet grounded? (a three prong socket). Of course you don't know if the outlet is properly wired inside without testing equipment (I am not suggesting you open up the electrical outlet). But you should not feel an electrical charge at all when you touch a pc case.

I've tried using different power supplies so I am pretty sure that's not the problem. I've used 3 powersupplys and all of them work. The surge protector has been giving me enough supply for the past couple of months so why would that come up as a problem right now and not a few months ago.
