Should I get a new GPU or more memory?

I'm not sure what to do. My current GPU is a gt 740, it can play alot of games on low settings. I have 8gb single channel of RAM 2133Mhz. The reason I'm asking is because GTA V is a game I like to play, but it isn't always the best. When I run the game, with nothing else open I can play for long times with no lag, however say if I have just a single program open, discord playing with my friends then it gets terrible. I have random lag spikes, like 0 fps just frozen there for long times. Although, when I use Afterburner then I can see my VRAM is filling up all the way when the lag spikes start, so I am super unsure whether a new GPU or more memory would fix this. Thanks.

Solution
With GTA V you'll see no performance increase with more ram. You'll see a big boost with a better gpu as the GT 740 was/is not even considered an entry level gaming gpu.
What CPU are you using? To me, it sounds like you're saying the moment you do anything more than play the game the CPU can't keep up and everything starts to stutter.

As for RAM vs GPU, your GT 740 is too weak for modern games, where as 8GB of RAM is still mostly fine.

Your problem is the 740, that's not a gaming card. You have a perfectly good CPU for GTA V and 8gb ram is fine. In Nvidia cards, you want "GTX" models for gaming, not "GT" models. You want model numbers in the 50s and higher, not the 40s or lower.

IE, GTX 750 Ti= yes, GT 740= no. GTX 1050= yes, GT 1030= no.
