Broken Power Supply Fan and potential GPU issue

My friend bought a second hand pc from my ex. It's had a tonne of problems and the latest one is one of the fans snapped inside the power supply (corsair CX750), which has lead to it creating a rattling sound whenever the PC is on. Is there anything he can do other than replace it? Because with a replacement he'd either need to send the PC off to be fixed which will cost him at least £60 on top of the power supply cost, or wait for me to come and replace it which will be a while because I go to uni 40 miles away.
Also, when he turns the PC on, the graphics card will power on, but beyond the boot image his PC has no display. The GPU still shows load via the lights on the rear of the card. The graphics card is probably an AMD Vapor-X R9 280X 3G D5 but we aren't too sure and my ex suddenly doesn't seem to know what GPU the PC uses anymore so I can't ask her. (also she's convinced he has caused every single problem the PC has so she'll undoubtedly blame him for it and refuse to help. I'd pretend this was my issue, but she'd probably call me an idiot and ask to see the problem herself, which would expose my lie.). Could this potentially be a driver issue?
Also, to settle an argument I had with the ex, are motherboards meant to be tilted in order to fit in a PC? She said they are, I'm certain they aren't and that that is contributing to my friends heat issues within his PC (which, again she's decided must be his fault).
There are more issues that I can't even begin to understand, but these are the pressing ones currently.

As for the power supply, there's nothing that you can really do about it if the bearing is out. It would be better to buy a different (and higher quality) PSU for cheaper than what it would take to send the PC in.

As far as not booting, this could be a lot of issues, including the "tilting" of the motherboard. Does this mean bending it to make it fit? In any standard case, it shout just go right onto the mounting holes, no bending or tilting required. If you have to "tilt" or bend the motherboard in order to get it to fit, you're doing something wrong.
