I can't for the life of me enter the BIOS on this board. I'm spamming the delete key but the page that says del: enter setup comes and goes.

I looked up a method to set it to enter BIOS on restart from Windows 10, but when I got to the part that mentioned UEFI that option was not there.

PS2 keyboard is not an option as I can't afford it right now, and I'm not even sure it would work.

Solution
Try different ports on your motherboard, not all ports might be supported in BIOS, especially if you have add-on USB controllers on yours - only chipset-based ports might be supported.

An alternate method to access the BIOS is this (it will sound strange)...

With the system powered off, place your hand on the keyboard, holding down multiple keys. Keep holding them down and press the power button. Keep hand in place until system detects keyboard error and starts the BIOS.

Please follow-up.

Ugh, I think the problem is that it isn't recognizing my USB keyboard on boot. Seriously, why is this a thing? My last mobo was a cheaper MSI and it had a gui bios that worked with both my usb mouse and keyboard.

So now I've got to go out and buy a 3rd keyboard that's PS2 simply to access the BIOS. Great.

I tried resetting the CMOS by removing the battery for a few minutes and got to a screen where I could enter the BIOS, but there was a 10 second timeout and it would not recognize any keyboard input.

The real reason I'm trying to get into the BIOS is because I plugged in my GTX 660 and it powers on, but I don't get any video either from the motherboard output where I normally do, or from the video card.

Well I must have done something, because I tried the graphics card again and now it's displaying properly. I was fooling around with their APP Center and trying to update the bios and drivers, although I don't think the bios ever updated and the drivers didn't have anything to do with pci-e or the graphics card.

Actually, you most likely have the keyboard plugged into the wrong port. I had the same issue. If your keyboard is plugged into a blue, or USB 3.0 port, then your keyboard won't be recognized. Plug it into a black, or USB 2.0 port.
