Solution
No problem, glad to help.

Thermal paste seems to have totally dried out. You can clean the chip and the sink by applying a drop or two of 99% Isopropyl alcohol (which is used for cleaning parts like this) with a soft cloth and apply new thermal paste.

If you've never done that maybe not a bad idea to ask someone with experience or take it to a service shop.

Some thermal paste might be a bit conductive, be careful not to apply too much so that it oozes and makes short circuits in the other parts and SMDs.

It might not be a bad idea to check if you can find a heat sink with a copper core part that touches he chip or a sink totally made of copper with same size proportions and mounting holes.

What are full system specs?

If by normal temp you mean at idle it's OK.

I think that card has a small aluminum sink and one fan. Is this the card?

You should monitor temps under normal real life conditions like light system load and gaming which is more demanding. If your system (especially the CPU) can handle and push the graphics card to it's full potential, say 95-99 percent maximum, during gaming you can monitor temps then and see how they card is doing.

You can run GPU-Z before starting and playing a game and see maximum GPU Load and maximum GPU Temperature to get a general idea how the card and it's cooling are working.

Furmark is designed to stress graphic cards and cards usually don't get that hot during normal and high loads like gaming.

Components temps also largely depends on overall ventilation inside the case and environment temps a bit.
