Overclocking Ryzen 1600x

Recently built my new system and am trying to overclock my Ryzen 5 1600x my mother board is a ASRock x370 taichi. I was able to get it to a 3.7 frequency with 1.3 power and it gets up to 45C during a 10 min stress test on AIDS. But when I try to go to a higher my frequency drops to 2.2Mhz. I read on another post that my gpu was bottlenecking. Just don't know where or how to fix it or if this is the highest i can go with my cpu?
 
Solution
Set voltage to 1.4v, turn off all power saving and turbo features and see how far you can push your processor, it should do 3.9 to 4GHz at that voltage.
BTW, GPU and eventual bottlenecking have nothing to do with this.

I thought if that was the case the system would crash or not even boot? If that is the case is there anyway to bypass it. Cuz when I go it to the UEFI it will say it is at 3.75 MHz but, when I load into Windows and check it with CPU_Z it says 2.2 MHz.

I think I figured it out. I believe it is something with my Motherboard UEFI because if I use AND Ryzen Master i can set it above 3.7. Thanks for the help.
