Is my Ryzen 1700X dead or the Motherboard?

So my problem is that my Ryzen PC that I have built about 2 weeks ago just stopped working out of no where. It would show the Strix ROG logo but it doesn't go farther than that when booted up.

I know that my other components are fine since I'm using them as of this moment (GPU, RAM, SSD, HDD, PSU)

I have done extensive tests like:
- Reset CMOS
- Re seat all of the components (I do mean all, even removed it from the case)
- Also the LED indicators on the motherboard show that the DRAM is flashing an ORANGE light after the ROG logo disappears, the CPU light would show as RED when it is booting up and the other lights like the VGA and Boot light are fine(Showing white and green respectively).
- I also have followed this guide already (http://www.tomshardware.com/forum/261145-31-perform-steps-posting-post-boot-video-problems)

I did have the processor overclocked slightly to 3.8ghz with somewhere around 1.36V and I did have it stress tested for about 6 hours through AIDA64 and CINEBENCH tested for stability and everything seemed fine. At 100% load it was only outputting 60 degrees so, I don't think there was any temperature issues (Also there is no sign of any burns or bent pins on the CPU).

I do not have any other Ryzen processors or motherboards to test either components and I was just wondering is it is the CPU that's not working since I can still go to BIOS and it still shows the ROG logo.

My biggest concern too is I just don't know what to do anymore. I don't know if I should return the products through Amazon and ask for a replacement or go through the manufacturers warranty instead.

COMPONENTS
Ryzen 1700X
ASUS Strix ROG B350-F Motherboard
Nvidia GTX 1070 Founder's Edition
16GB RAM
240GB PNY SSD
1TB WD Blue

Solution
Hello, in this case the CPU would be the problem since if you can boot into the bios then the Mother board is working fine but make sure the CPU is secured in the motherboard and that the CPU has power... it also might not be the CPU considering it might work with a different PC or maybe the CPU isnt getting power...
