Unstable Cpu At Stock Settings

Good Day (system Specs At the Bottom)

ive got a problem with my CPU being very uncooperative, when gaming the problem somehow dissapears, but when i use 3DS Max, Photoshop or Unity, or anything that is CPU intensive my clock speed fluctuates between 1.2Ghz and 3.8Ghz never staying consistent, it also become very sluggish to the point that working on it is basically impossible(30 sec- 5 min wait before photoshop responds to a brush stroke, 3ds constantly glitching out with camera controls, unity is just a snail), any ideas, was thinking of fresh installing, but can only do such mid December due to assignments.

System Spec: (all drivers are up todate except the bios(im too chicken))
i7 4770k @ Stock (I did over clock it in the past, but turned off, but nothing with voltages)
GTX 960 Gigabyte G1 4GB
16GB 1600 Mhz Vengeance
Gigabyte Ud3h-z87x
128 GB SSD
500GB HDD
1TB HDD
5TB HDD

programs more intense then games when rendering, may help check temperatures then.may help check the ssd or hard drive temperatures too with this :

temps are userly @ 30-48, 56 while gaming, so it isnt thurmals

the fluctuations are a power-saving feature, just got told that now by a friend, the problem still remains with the programs, unfortunately it seems im stuck with it running like **** for the time being, only way i think thatll definitely fix it, is a fresh install
