Slow download, fast upload w/ ethernet cable

Seen lots of answers to this about wireless, but I'm using an ethernet cable and still have the same issue. It's not connected directly to the router but through a plug in the wall that connects to another plug in the wall.... help?

may help connect directly to the router did it show same readings.then unplug router from the wall for couple minutes at same time turn off your device(laptop,pc whatever you using)then plug router to the wall and start your device hope it helps.
