What's my best option?

The i7-4790k is the best you can go with that board. But the board is no overclock able and you cannot overclock the cpu. You can go with a non overclockable 4790 if you want but the price difference is not much depending on your location. Also depending on your workload, the extra clock speed of 4790k can be useful even at stock speed.
You can pick either.

A few other points:

Be very careful about pricing, 'old' parts like these can be found, often at stupid prices unused.

I seldom suggest used parts but I think here it's a good option, check out local and national websites for a suitable CPU.

Don't be TOO afraid of places like E-bay, just use some common sense and ALWAYS check a sellers feedback, some are commercial and have a reputation to defend, so are usually very trustworthy, assuming they have good feedback .
Sellers with little or no feedback may just have some spares they want to shift on a one time only basis, contact them by 'phone if possible or at least ask some questions via E-mail.
Don't purchase parts from another country, stay local, so check the sellers location.
Pay via PayPal or a credit card, Paypay is safest because you can put just enough into the account to secure the deal without risking more-or your credit card!
Finally, the old guide holds true: ' If it looks too good to be true, it probably is ' so walk away ( in a manner of speaking ). ;)
 


To add to that, you can scour your local used parts market depending on your location. The advantage over e-buying would be, you can spot test it and then make a call considering on the condition. If the seller is accommodating, you can requesting him to run Prime95 or Intel Burn Test to stress test the chip.

Thank you all for the advice I really appreciate it! Sorry for the late add to the thread but what kind of jump should I see streaming (with obs for example) with the 4790 over the 4460? With the 4460 I get frequent dropped frames and cant stream with the quality that I would like. I know its hard to give exact number but will the upgrade add a noticeable advantage?
