Frame Rate Drops DRASTICALLY After Minutes of Play

This issue seems to be pretty strange, and yes I know there are many threads like this but trust me nothing has worked.
My pc will run a game on the highest setting with absolutely no frame lag. However, after a few minutes, or in some cases of FPS games, after I shoot my first bullet, the game will stutter for a few seconds, and then the frame rate will drop to somewhere around 5, after previously being at 90. Even turning the graphics all the way down does not fix this problem, the only fix is restarting the computer.
Now I have read that this indicates a possible RAM issue, but I ran task and resource manager, and the used ram has been the same both times, sometimes less while the game is lagging.
This issue is incredibly frustrating, and I would really appreciate any help you guys can provide.

That sounds like something is thermal throttling and causing your performance to drop once it starts overheating. Download a hardware monitoring utility like HWMonitor and check your temperatures, particularly GPU and CPU. If either of these are hitting 95+ degrees celsius, you have a thermal throttling problem and that means there is something wrong with your cooling for that component.

So I did download this program, and ran the games that give me the most problems, however, temperatures never rose above 50 degrees Celsius. Thanks anyway.
