Freezing programs, unable to restart

I felt this was the best place to put my problem. I'll be playing a game on steam and out of nowhere the game and steam will just freeze, and I am forced to close it with task manager. Closing the game with task manager usually gets rid of it; I am then unable to reopen steam and it stays open in the background, and trying to close it with task manager gives me an "access denied message." I have gone so far as to make a completely fresh install of windows 10 but the issue still persists, eliminating my fear of that. My suspicions are on the ram or SSD's, but I would like help knowing what else I could do without spend another 200 bucks.
Before you ask:
Yes I have the latest windows update
Yes I have installed the latest drivers
Yes I am system administrator
My pc specs are:
Intel Core I-7700k
Nvidia GTX 1080ti
Corsair vengeance DDR4-3000 ram (2x16GB)
Supernova 750w G2 GOLD
Asus Maximus IX CODE
2x Samsung 850 pro SSD's
Samsung 950 evo m.2 drive
Noctua NH-D15 cooler
Don't think that was needed but i'm desperate at this point. Thank you for taking the time to read this.


 
Solution
If steam was crashing PCs the howling would be heard world-wide. While not impossible, call it very unlikely.

I would suggest you try aida64 and stress test your PC component by component. Start with the CPU, then ram and so on.
I prefer to have HWmonitor running while I do my testing.

Sorry been busy and putting this off.
1. Not really, what shows up are just critical messages from when I have physical shutdown the computer because it refuses to do anything like open programs.
2. No, nothing more than the game and what hosts the game (steam or origin.)

All of them do crash, however I did just get the new need for speed on origin and it's run flawlessly without crashing a single time, that is after I completely wiped my PC to a fresh install of windows, and wiped my ssd's. To update the problems in my original post I have tested my ram and SSD's and everything runs perfectly, my suspicion now lies on steam itself. As I have said I have no problems with origin, steam was installed but had no games run on it yet, after I ran just one steam game, issues came back. This is an issue as I have lots of games on steam (I only keep one or two installed at a time if that helps) and the issues that are arising from this are now messing with windows 10 itself. Task manager will open, but not respond, and trying to search in the search bar on windows 10 freezes after I type a single character. Thank you for taking the time to help with this. I know there's a lot of details in this puzzle to sift through.
