Not Getting Expected Results with High End PC

At least I think it's high end...

Hello friends,
I could really use some help.

In all my games, I run at 1080p. I have the latest Nvidia drivers, AA and VSYNC are OFF in the nvidia control panel.

My problem is with games like Rise of the Tomb Raider for example. I ran some tests and running through certain areas with my graphics on completely lowest settings (including LOWEST RESOLUTION AVAILABLE), I STILL dropped bellow 60-50 fps when looking at largish areas, and even just when running through towns (geothermal valley). This really scared me. With my settings on high, I can look at simplistic scenes and get 60fps. But my pc can't keep 60fps stable at all, to the point where it's not worth playing. It's worth noting that based on other reviews, people are able to reach 60fps stable on Ultra/High settings

There have been other instances in other games where my friend on his low-mid range computer is getting the same or better results in game as me. So I'm wondering if these problems could be coming from improperly setting up the PC? Not enough Wattage?

I can't seem to pinpoint what might be causing these frame issues.

Any help is greatly appreciated, and if there's any more information you need just let me know.

The system that you currently have is at best at higher end of a mid range system. As Vapour pointed out, you really need to install one more stick of RAM.

Also, I have the same graphics card and I should tell you that even i was surprised to see its performance in real world after buying it. Many reviews say that GTA V produces above 75 FPS all settings maxed out at 1080p. Rise of Tomb raider also has higher FPS in reviews somehow than on my rig. What you see with ROTR is what I see with it too. Disappointment. But, for its price, its an excellent card and there are only a handful of games that it doesn't run smoothly at 1080p. Witcher 3 also comes to my mind. My definition of smoothness is 60 FPS CONSISTENT on any game. WItcher 3...

2. who suggested this build?! For gaming, you don't need 1600, B350 MB not good for serious 1700 OCing. 1x8 gb? You need dual channel 2x4 GB and faster ram, 3000+ preferred. PSU not very good.
3. Changing res but see no fps diff is telling you CPU/RAM bottleneck, and in this case I believe ram speed and lack of dual channel plays a role here. Ryzen just doesn't do well in real CPU-intensive while only use single core games.

Recommendation: change to a dual channel faster ram may help.

I do music production and slight video editing as well (lots of rendering), so the 1700 seemed applicable for me. Didn't know about the B350 not being sufficient. Hmmm.

So for the RAM bottlenecking you suggest 2 4GB 3000+?
Is there anything I can do about the CPU bottlenecking?

Heck, even Witcher 2 dips down to lowly 30ish with ubersampling on and its a 5 years old game.

All in all, you have a good card and it will give you excellent performance except in 4 - 5 games maxed out at 1080p. By upgrading your RAM, you will see noticeable performance increase especially with the minumums of your FPS.

After a BUNCH of trial and error, and unexpected problems, I managed to get my dual DDR4 3200MHz ram running at 3066 MHz with a steady 3.8 GHz overclock on cpu. It's like a DIFFERENT COMPUTER ! SOOOO thankful for your help. I can now run Rise of the Tomb Raider with (almost) always 60+fps on high settings. Witcher 3 on high is no problem, and games I was having issues with are now smooth like buttah.

I had put up with it for like five months, so it's a big deal to me ahah. Finally got what I paid for. :)
