240GB SSD down to 199gb after Factory Rest

About a week ago I Factory rested my computer and now am missing like 30gb and i dont understand why. am using windows 10 and the SDD is a Kingston HyperX 240gb.

It was never 240GB except when unformatted, WHEN FORMATTED just to install windows it drops to like 223 and even less with windows installed , reboot to see anything gained after optimizations and don't delete a recovery partition like POSTED ABOVE

Install and run (As Adminstrator) WinDirStat.
Post the screencap here.

Also, a screencap of your Disk Management window.

Is there a way I can reduce the recovery amount?

That Recovery Partition, with drive letter E, was put there by the manufacturer. 21GB.
I'm assuming this is a prebuilt system?

This is used to bring the system back to factory condition.
There should be a function for you to create a DVD stack or USB from that Recovery partition. Look in the user manual for how to invoke this.

This is useful for if you need to do a Factory Reset after the original drive dies.
With that function living on that original drive...if the drive dies, you are Out Of Luck.

It was a prebuilt System but installed the SSD and windows onto it

You have the OS installed on it. That is sucking up that space.
And the drive was never "240GB"
A drive advertised as "240GB" is actually 223GB. http://wintelguy.com/gb2gib.html
Minus 21.2GB for that recovery partition, minus the OS and whatever else is on there....~150GB.
