I have a two month old ASUS Dual GTX 1060 6gb card. I know that when under a load or gaming once it hits a high temp the fans kick on. My problem is that even sitting at idle, one fan will kick on run really fast, stop, then start again while the other does nothing. I've linked a video to show what it's doing. My temps when at idle are showing 54c and that's with the GPU tweak 2. Also after this started, I've noticed some applications lag and or like stutter, even act like they have frozen. Not sure if it's related or not. Any help would be great!

Mine works as same as your card. I'm using 3 GB version of asus dual gtx 1060.
When GPU temp reaches 55 degrees celcius, right fan bursts some air to the heatsink then it stops. But other one just do nothing.

I saw that, both fans starts spinning in heavy games, and left fan stops for some time. Finally left fan starts spinning again. After then both of them spinning without a problem. Same goes for benchmarks and stress tests.
When I quit from the game, primarily second fan stops , after some seconds, the first one stops.
Probably it is the working style of these fans.
But you can also try the fans with benchmarks, asus gpu tweak software etc.

try adjusting the fan curve in gpu tweak. also the fans ramping up might be because you have a lot of applications that start up with windows as those are gpu accelerated.

I've tried adjusting fan curve in gpu tweak 2, with no luck. Also I don't have but what's needed for startup enabled. It will be sitting at the desktop, with no game running, no tabs open, etc and still one fan will kick on and the other does nothing.

try fixing your temps. the fans will ramp up when the temps are hot, so try dusting it out or even a thermal compound replacement.

I had problem with the fans spinning at 1280 rpm constantly, on the same GPU. Try to find BIOS update on Asus website for your model ( type) of GPU, that was solution for my problem. I think it is called 0db function
