I have a few options but I've narrowed it down too 2.

I can get a used i7-3770, 4gb ram, 1 tb hdd with a 500w evga psu for $190 then pop another 4gb in it for $30, and a gtx 1060 6gb for $270 for a total of about $500

What do you think? Modern platform with an upgrade path or i7 with a 1060?

Well the i7/1060 will outperform the 1200/1050 ti, at least with better graphics. The only other possible option would be something like this which would give you a good upgrade path and good graphics.

There similar in quad core performance but if you require the extra threads on the i7 then it's a better choice. If not and you want a newer system with upgrade potential and you don't mind overclocking the 1200 (on a B350/X370 motherboard) to get the most out of it then I would go with the AMD. Also you'll want a better PSU such as the Corsair CXM series.
