PC crashes during AMD display driver update and other weird things.

So last week after starting my RainbowSixSeige match, my screen started pixelating and tearing. After a couple of minutes during this I got BSOD with file error (maybe name is wrong) AtihdWT6.sys.

When my PC rebooted I tried installing latest AMD's graphic adapter but during the display driver installation the screen flickered and then system started rebooting. Now the system wouldn't boot either in safe mode or normal mode so through windows recovery cmd option I found this atihdwt6 file and deleted it which solved the boot-up problem. But now every time I try to install the graphics update, it just crashes and reboots.

After crash if I boot in safe mode it does show me my dedicated graphics driver but if I tried to boot normally, system just crashes after windows loading cursor. To load normally, I have to run amd's cleanup utility in safe mode and then reboot. Currently the graphics adapter is labeled as Microsoft basic display adapter and I cant utilize my GPU.

I've updated every other drivers, updated the bios, ran memtests, re-assembled my build, but to no avail.

The thing that's been stopping me from concluding this as faulty hardware case is why would the GPU driver correctly load in safe mode while causing crash in normal bootup. Anyways I'm worn down by this and was hoping somebody here could figure this out.

I did try the reset this PC option through windows recovery and it deleted most of my apps but still did'nt solve the problem. Would you still suggest me to reinstall windows from scratch?
