What should I upgrade on my PC for more FPS in games?

Recently I've been having a lot of lagg in almost all games, I can run them, but FPS is usually 30 or less, I'm not very experienced with PC parts and whats good and what not, what should I upgrade?

These are the components:

Processor: AMD Athlon(tm) X4 860K Quad Core Processor 3.70 GHZ
Installed memory (RAM): 8.00 GB
System Type: 64-bit
1 TB SSHD (8 GB SSD cache)
AMD Radeon R7 260X 2GB videokaart

I'm really seeking for better FPS, I'm sick of 20-30 FPS on very low settings.
Even for simple games like TF2 and CSGO I'm having struggles getting 60+ FPS.

This is the closest I could get for a decent gaming computer on your budget. You will reuse your SSHD and Case. Everything else is replaced. I don't know if that case needs additional case fans. They are cheap.

If you are having issues getting FPS in Teamfortress 2 and CSGO with a 260X that makes me think you might be limited by your X4 860K. Which may mean you would need to upgrade to something like a Ryzen 5. But to make sure this is what you really need I would lower and raise the settings on the games you have issues with and see if your effective framerate goes up by lowering it and down by raising it. If you aren't getting more performance then you will need a CPU upgrade before getting a new GPU otherwise a GPU upgrade at least now will be a waste of money and a big disappointment.
