Request Timing Out / Delay in network / Losses

Hey Guys,
I have had too much help from this forum by seeing other peoples questions but today i am facing this issue that i cannot find a solution of , so here it goes

this is the ping test result, the ping is ill say fine, but the real problem is with the losses, the request times out and the internet get stucks for 2-6 seconds this happens again and again every 5-15 seconds and makes gaming impossible
i play cs:go mostly so losses in net_graph are a big issue

i changed my network adapter the previous one had issues with drivers.that one gave losses and high ping like 200+, i even had to uninstall and then again install driver everytime i restarted my pc
now i have a usb lan adapter and there is no such issue except the losses

im using
i5 2320
8gbram
gtx1050ti
win10 (recently switched from 7 as it was good for gaming)

Previous Lan Card : Onboard (Intel(R) 82579V Gigabit Network Connection)
new Lan Card : USB Lan Card (Realtek USB FE Family Controller

I would doubt it is on the pole but I suppose it could be. Because of distance it is very rare to have ethernet cable coming into your house from outside. Almost all connections are ether telephone wire or a coax cable and sometime even a fiber.

There should be a box in your house that converts this to ethernet. That box may or may not have a router.

Maybe the best option is to call the ISP and have them come out and look at it.

Do you see loss if you ping your router. If you get no loss to the router then the problem is likely outside your house.

You would then run a tracert to some ip like 8.8.8.8. You want to try to ping hop 2 in the trace. This should be the first ISP router. If you see no loss to your router but loss to the ISP router then the ISP should be able to fix the line to your house to correct this.

You can ping things farther into the trace to find the problem but the farther it is away the harder it is to get it corrected because it could be overload in the ISP network so you really hope it is in the first 2 hops.

This is the result i stopped it at 7th hop, as i think there are some stars :v in the 2nd hop
so where is the isse can you tell?
my internet actually come from the pole outside my house haha
like there is a main wire, then theres a box on the pole, and then then ethernet wire coming out of it heads straight to my pc, where can the fault be?
ill call the lineman and let him know

oh wait heres an edit, if i ping the first ip, which i think is my routers ip, which i think again is inside the box on the pole

i see loss there, so the fault is in the ethernet cable? from polebox to pc?
