PC restarts during power outages despite being connected to a UPS

3 months ago I got a new UPS, 600VA with a given transfer time of 4-8ms. It handled everything my city's god-awful infrastructure could throw at it pretty well.

About a month later, I'd see it restart during a power cut around 2 out of 5 times and only when it was under load. Note that my PSU is rated at 850W while my PC has a estimated peak wattage of 330W. My monitor and router which were also connected stayed on however.

As of right now, my PC restarts EVERY time there's a power cut. I unplugged my UPS from it's socket, and it kicked in and kept my peripherals alive, but my PC still restarted. Note that it only restarts like this when it's under load, like when editing a video or playing a game.

I have reason to believe it may be the PC at fault here. The power fluctuations here are downright disgusting, and my PC now behaves rather oddly after restarts. Normally it takes around half a minute to boot up after a shutdown, but whenever it restarts it takes 4 minutes to boot, and it resets some of my systems settings arbitrarily.

I'm absolutely clueless as to where I should start searching for issues first, or what the real cause is. Help would be MUCH appreciated.

You doesn't tell the exact PSU model you have, but i suspect it has something to do with your PSU. The hold up time may be to low, specially if it's a lower quality PSU. If the hold up time are not long enough for the 8ms transfer time of your UPS, it will restart.
