CPU gone bad or AIO water cooler gone bad or ?

Current Specs:
I7 6700k OC at 4.5 with 1.315vcore
H115i AOI Water cooler
16gb DDR4 Ram at 3000 XMP

I am concerned about my temps. When I first boot the PC my idle temps are usually around 29-31C. If I dont do anything with it and just leave it on my temps will stay idle around 32-36C. I always seem to have one core that is always higher then the rest . I have triple checked to make sure my thermal paste was on there correctly.

As soon as I put any load on the cpu it skyrockets. For example if the CPU load is at 14 one of my cores will jump to 67-71C. But it never sticks to just one core. It jumps between the cores. But with that high temp. That cant be normal can it? If I do any stress test using any of the desired programs I get easily to 85-91C temps after 10 seconds on all cores. I dont know whats going on here.

I dont think my AIO is broken as the water temp tends to stay under 42c at the most. But that never keeps my cpu temp down when doing anything. Or are these jumping temps normal with 6700k?

 
First things first. Your pump is running fine, else you would see idle temps at 90-100 C. You can also check this in the Corsair Link software, you pump should be running around 1950 RPM in quiet mode.
Next thing, these generation CPU will not warm up slowly. What that means is that as soon as you put load on the CPU, the temps will almost instantly jump up. 85-91 C is too high though, it shouldn't run that hot.
The reason you see it jumps between cores is because Windows is rotating which core are used to even out wear and temp if only a single core is used. This is perfectly normal.

You should recheck that the cooler is mounted correctly. Also what are your ambient temp? Water temp at 42 C seems too high, even under load.
I have the same cooler, and mine sits at idle around 25-26 C (30-31 C) during warm summer days, but I have yet to see it go above 40 C.

How is it mounted in the case? What about your other case fans?

So 42 is the highest water temp has gotten. Normally though day to day it gets around 34-38. My pump is running at max. 3120 rpm. I have checked the paste and seating and it seems right. So then what's causing my Temps to be so high under light load., 20% shouldn't cause it to be 64-68.
 
A 20% load may very well make it spike up in temps quickly and then down again. What you see as 20% load could very well be a 100% load for a short time.

Try to check with CPU at stock settings. It's always hard to draw any conclusion regarding temps with an overclocked CPU.
