High GPU low temp-is this right? Help! :)

I tried playing COD WW2 today for the first time but had a very low in game FPS(18-29)... Drivers are up to date. Feeling this was low, I decided to run Heaven benchmark and got some interesting findings:
FPS: 8.2, Score 208, Min FPS: 6.4, Max FPS 14.1
During the test MSI afterburner showed: GPU temp: stayed low(around 40c)
GPU1 usage-nothing (shouldn't this have something instead of GPU2?)
GPU2 usage-Maxed
GPU2 memory usage (very low)
CPU temp- low (around 40c)
CPU usage-low
Something isn't right here correct?

My setup:
Windows 10 x64
CPU- AMD FX 8350 4GHz
Cooler- Tuniq tower 120
MOBO- MSI 970 Gaming ATX
RAM- Gskills Ripjaws X 16 GB DDR3 1600
HD- VelociRaptor 1 TB 3.5" solid state
GPU- Sapphire Radeon-R9 390X 8GB Tri-X
PSU-Corsair 1000W 80+ ATX
Monitor-Viewsonic VX2450 24" 1920X1080 16:9

Like I asked you about in my first post. A common mistake.
The temps and the FPS point to this card not being used. Temps should be 70-85c for a well cooled PC.
Do you have the current WHQL drivers installed?
Do you have the r9 390 selected as the video card to use in the bios or is the on board selected?
Do you have the monitor connected to the video card?

OK, I don't know what to say... Very LONG story but between entering the parts I wanted vs got last year on pcpartpicker.com and then upgrading to windows 10 (from 7) online (and using what was on incorrectly on pcpartpicker) here's what is wrong:
Last year I upgraded my GPU to the 390x. Everything was fine until I did the free upgrade to windows 10 and entered what i'd gotten my son (for his mobo and processor). So my processor is actually:
Intel Core i5-4570 3.2GHz LGA 1150 84W Quad-Core
And my MOBO is actually: Gigabyte GA-h87m-d3h

Which brings up a new problem... The old Gigabyte boot disc cannot be found... How do I set my motherboard software correct without the old boot disk?
 
If the PC has access to the internet, then download the correct drivers and update your PC.
If it does not, then download the drivers on another PC. Then move them to the messed up PC via whatever means you have. If the USB is working, use a USB stick. If it is not, urn a CD. If the CD is not available then pop the HD out of the other PC and put it in the messed up one as a secondary and copy the files over.
Uninstall the incorrect drivers.
Install the correct ones.
