Will a Bristol ridge CPU bottleneck a rx480/580

So the Xbox one x with its "uncompromised" (sub)4k gaming experience is right around the corner. Challenge accepted Microsoft. Im looking if theoretically you can build a $500 gaming PC that's just as strong as an xbone x. This isn't my serious build since im going for a production/gaming hybrid because im going to collage to become an it guy. Anyways The RX 580 like the Xbone x is also 6.1 tflops and the xbone x isnt as strong as a GTX 1070. We aren't getting the full stort. There's still things likerop's, transistors, texles, and pixel fill rate. while ago, and released Bristol ridge and the updated athlon x4 cpu's. My main concern is it's not zen but excavator cores on the 28nm manufacturing process but it's also am4. Just out of curiosity, will it bottleneck a rx580

Edit: the Pentium bottleneck on alot of games so yes this one will but on the bright side, a true killer is only $50 more and the fact that it has a bunch of free games that everyone plays like lol, DotA, tf2, smite,paladins, etc still cancells that out. Also most of us already have steam libraries to begin with since even "console pesents" have steam accounts regardlessly. I know my friend did back during the 360 era and we didn't care about PC gaming.
