Your budget will get you a fairly mediocre, non-upgrade-able laptop or a fast upgrade-able desktop.
Also you don't want an AMD GPU in a laptop. They are power hungry and run hot.

The problem is he needs for it to be a laptop, as it will be something he uses through college for, well college, and gaming. I've told them how a Desktop PC is more powerful, but it has to be a laptop. Thank you for those links, I'll check them out now.

Lenovo Legion Y520 is no doubt the best budget gaming laptop right now in the market and is definitely a good pick. I would like to add another laptop for you i.e MSI GL62M 7RD. This gaming laptop comes with GTX 1050 2 GB graphics card with 8GB RAM and 1 TB HDD. It have steelseries keyboard and The MSI is enough when you are looking something for gaming.
