Should I install a new OS? Can i run gtx 1080? what does efficiency exactly means?

Okay I just built a new pc with new everything except Hard disk, dvd reader/writer and gpu. I plugged the old components in the new built and they work fine, the pc seems to boot the old os(windows 8) from the hard disk but I have heard some people saying that it won't boot old os if you change motherboard and even if it does the it's gonna have a lot of problems like it may crash at times etc. So my question is, should I install a new OS because for now it seems to be working okay? To install a new os i will have to backup data and format drive c which would take alot a time but if old os gonna give me problems then iam ready to install a new os but what's the point if it's okay to run old os. Tell me should i install a new os?. Also I am planning to upgrade my gpu to Gtx 1080 in 8-9 months. I have a 500w psu, Will i be able to run it?(I am not going to overclock anything). Also if a psu is 80+ certified it means it has 80%+ efficiency but does that means its output is 500w(meaning it draws more power from the socket i.e 625-w and converts the extra power into heat) or that its input is 500w but because of it's efficiency it gives the output of 400+w?

Amd anthlon x2 dual core @3.4ghz processor
4gb ddr3 ram
500gb seagate barracuda hdd
Gigabyte GA-78LMT-S2 (am3+ motherboard I guess)
Nvidia gt 730 GDDR5 2GB gpu
iball 255w psu
os:windows 8
My new specs-
Amd ryzen 5 1600x
G.skill trident z 8 Gb ddr4 ra.
500gb seagate barracuda hdd (old one)
Msi x370 gaming plus motherboard
Nvidia gt 730 GDDR5 2GB gpu(old one)
Cooler master masterwatt Lite 500w 80+ certified white psu
Os: Windows 8(booting from old hdd)

For the efficiency then yes, that is correct, your PSU can supply 500W and will then draw more from the wall outlet. However the PSU will only output 500W if your system draws 500W and your system do not draw 500W.
It is always recommended to do a clean Windows install when you change motherboard.
I will recommend that you save up for a SSD as that will speed things up quite a bit compared to your old HDD.
500W should be enough for a GTX 1080.
